The UK government isn't unaware of what's going on. There's plenty of data before and after that's shown this would happen. Ofcom itself has made efforts to listen and to find solutions. But ultimately, this was always going to happen.

Law enforcement does this regularly, with high-profile round-ups of sex workers under the guise of stopping trafficking. They're rewarded with grant money and federal funds and PR. Meanwhile, the sex workers are jailed or forced through rehabilitation programs or assaulted.

That's exploitation.

For all the talk about exploitation and sex work, the biggest exploiters are often governments. Here, they're effectively removing money out of creators pockets so that they claim political victory. While they may not be keeping the money directly, that's still profiting off of someone else's labor.

The British government is actively dissuading adults from accessing adult content, using the threat of surveillance.
