An important dynamic in govt right now is the issue of who has to convince someone to act to get what they want, and who has the power of inertia on their side.

Right now, Grijalva can't be seated until Mike Johnson allows it. After Wednesday, she's seated without any action from him.

And by "no legal basis to prevent," I mean—and Greg, who is the knower of things here, means—she can be sworn in by any appropriate official, down to a Notary Public. At that point she becomes a member of the House without Johnson doing anything.

Useful context on the House GOP's refusal to seat Rep. Grijalva. Once the election results are certified by the state—likely as early as Wednesday of next week—they have no legal basis to prevent her being sworn in.
