Still, the context is clear, experts say: Russia has systematically targeted Ukraine’s energy, gas and oil infrastructure; in response, Ukraine has hit Russian sites and often does not claim responsibility. Kazakhstan has become dependent on Russian ports and pipelines. Russia turned energy into a wartime target and is now facing the consequences.
