Percentiles are smoothened over a 3 year rolling baseline for a given SRG, which is why a didn't dip in priority scores would affect it. At least for a while till it recovers (which is what you see in your graph)

Aren't study section terms typically for 4 years? It could well be that a small group reviewers got recruited around the same time. It's one vote, sure, but hypercritical, loud individuals often sway the vote for unassigned applications too. And all you need is a minor shift down ...

Oh ! some of them didn't even have 1-2 papers published from their labs pre-extension.. I perceive that the extension helped changing no to a yes decision in 1/3rd of the cases..
