I think you should check out SC1 (Broodwar), which actually does a better job of accomplishing this than its sequel. The control limitations and much stronger emphasis on high ground advantage means maneuvering is more important and deathballs are harder to control.

Florida actually is pretty much the same: natural disaster-prone on top of a very toxic regulatory environment. Florida law mandated that insurance companies pay the legal fees of anyone who sued their insurance, even if they lost. There is massive fraud from contractors too.
In CA a major driver for companies leaving is the insurance commissioner won't let companies take rate to match risk, so they leave because the alternative is bankruptcy. So yes that's exactly what's happening in CA.
