Typical pattern. In #YQR years of mill rate freezes were accompanied by fee increases (water & sewer rates, "alley maintenance") that were even more regressive. Lower income residents shoulder even more of a financial burden.

WHITE City. There's a strong case to make that explicitly banning rental units is a human rights violation. That there are self-proclaimed law enforcement officers residing in White City demeaning the lower-income residents they serve in public is even worse.
