Shapiro: I filed that amicus brief last night to make it very clear that the Pennsylvania National Guard is under my command.

The way the President has chosen to deploy the Guard in other states—and, in at least one case, deploy the Guard from one state into another—is extremely dangerous.

This structure makes it hard to categorise — and deliberately so. It frustrates law enforcement and propagandists who want to label it a single criminal entity, while its adherents see decentralisation as protection from infiltration and control.

Think of it less like a company and more like open-source activism. Anyone can act “under the ANTIFA banner” if their actions align with anti-fascist principles.

ANTIFA isn’t an organisation in the traditional sense — there’s no headquarters, leadership, or membership roster. It’s an ideological network: a loose, decentralised movement of groups and individuals who share an opposition to fascism, authoritarianism, and far-right extremism.
