There’s no excuse or a circumstance that it would be required for and it is 100% unacceptable.

If you allow your cat to be outside w/o a leash unsupervised, I consider you a shitty pet parent. There are too many variables that could cause harm to your cat. It could be hit by a car or attacked by a coyote, snatched by a serial killer in training or used for dog fighting bait.
