Soap is, first of all, taken by surprise and second, a bit flustered since he's fully naked next to the merman he has a crush on and who is swimming veeeery close to him.

It's hot enough to swim in the sea for once in England and Soap has decided to take a break to go to the beach.

They don't question too much why humans wear clothes though. They understand that they need to cover in order to stay warm since they don't have any furr or fat but they do not know about the modesty/nudity issue since it's just not even a question for them.

As a matter of survival, their bodies are made to withstand the coldness of the ocean so they do not need to cover up for warmth.
As a matter of craft, they lack many of the things needed to make lasting clothes. They can't make leather, wool or forge metal underwater.
