I updated SDL, updated the tooling, and added in a Vulkan renderer to the OpenXray project to get a better understanding of #CPlusPlus and #GameEngines

I find optimization to be FUN! #GodotEngine profiler makes it easy to see where you can improve. The previous max enemy cap was 240 due to frame rate issues, now I can get up to 1k enemies above 60fps! (Capped at 600 because 1k is too hard)
