Ice has traumatized this entire country. That was the point. Not just the immediate shock and pain of masked men assaulting people, but the life-long derangements it causes. This is what sexual predators do. It's the long term damage they want because they think it gives them power.

It could be the actual frozen water but what springs to mind is the images of people being assaulted. To re-traumatize. Repeatedly. It's a ploy of sex offenders.
