Yeah, and moreso the ozone is quite literally a photonic filter. The point of cooling is to reduce atomic noise, but doing it outside of our ozone would have diminished returns.

But my point is that the atomic noise from UV-B and UV-C would easily cancel out any benefit from whatever moon refrigerator he thinks exists.

Imagine that you're trying to record the sound of an ant walking in Walmart. All the commotion makes it impossible to make out the little footsteps.
