Re ATC clearance: Pilot can decline - if (by mistake) controller vectors helo at AC, helo pilot can correct course to avoid. Ultimate safety is pilots responsibility. Too early to try and figure out where mistake(s) were made. Controllers work well more than 2 AC simultaneously ALL THE TIME...
