As to the second, Judge Perry examines what “unable” means, what it means to “execute the law,” and what the reference to “regular forces” means.

Polling data, despite inaccurately predicting such shifts before accurately predicted Harris was going to lose a lot of ground. And now many of those polls show Latino Republican support at pre-2020 levels
