Maybe the MuskTrumPulicans feel United States citizens are too happy, the loss of income and living standards over the last 2 decades have not yet ruined us and so increase the pressure, the horrors of inflation, homelessness, illness and disease. They want to out perform the Four Horsemen.

Efficiency- doing more with less waste, fewer resources, and faster is a goal. But the DOGE, Project 2025 does not have that as a goal. They want government to do nothing. That is not progress, useful, or creative.
