That was the point of the bail reform under Trudeau. He explained it but Judges and Police were not listening obviously. He wanted to keep minorities out of jail who commited a non-violent FIRST crime. It was never meant to be a get out of jail card for their entire life.

I agree somewhat. Problem is there is not really much land that Alberta owns and most is treaty land and when they agreed to be part of Canada, the treaty land already existed. It will be a very small state 😂
