later when hl1 rolled around, that was made for cards that supported 16 bit color, so its software mode allowed for a unique palette for every texture

quake was originally made for the vga mode in dos, which could only do 256 colors in 320x200, even less in high res modes. that means they needed a single set palette that they had to use for everything
