If you were to map out the plot (something we did in writing class), you'd want the most attention on characters and conflicts closest to the center (Viktor, Jayce, Mel, and Silco).
The sisters are a full step away from that. They should have been secondary.

Tbh, the sisters were my least favorite part of Arcane. If I had written it they would have been secondary characters and the focus would have been the class conflict, not their narratively unimportant squabble.
