maybe on the big instances, but due to decentralization you cant censor the whole network. at most the big instances can defederate but that doesnt stop the defederated instance from still existing

i know this isnt quite the same thing but if all you want is a collaborative canvas thats not necessarily on a map, look into drawpile. if you want the same pixel art feel you might be able to make the canvas smaller and do it that way
