Arun gave the example of reforming Capital Gains Tax. Equalising rates with Income Tax while introducing an investment allowance could raise as much as £14bn per year while taking 100,000 people out of CGT altogether:

The current system of exempting partnerships from NICs is regressive. It treats otherwise similar earners (such as those in companies) differently. This distortion is bad for investment and growth.

A Partnership Allowance and Exempt Amount for lower-earning partners would mean that two thirds of current partners would pay no additional tax.

Meanwhile, 98% of the revenue raised from introducing Partnership NICs would come from the top 10% highest earners in the UK.

Constituency-level analysis shows how geographically concentrated partnership income is, too.

1800 partners in Kensington received over £1.8 billion in partnership income, exceeding the profits of all 65,000 partners in Wales and Northern Ireland combined.

Partnership income is highly concentrated. The top 0.1% of UK taxpayers by total income received 46% of all partnership income in 2020.

Unlike companies, partnerships don’t pay any equivalent of Employer NICs on the income received by the partners. This provides an effective tax break worth 6.9% for top-earning partners.
