80 years ago, Heinz-Wilhelm Eck was executed for ordering the killing of Greek civilians who survived an initial attack on their ship by Eck's U-boat. Not only that, Eck tried to defend himself by saying that he wanted to clear debris by sinking it.

Spraying chemical agents without due cause is a battery under the color of authority, and local police should be charging them accordingly. The victims should take the video evidence straight to the local PD, where clothing and all related evidence of the crime be collected.
