While I know nothing about air quality, I do know about programming/visualization.
Could be a "nearest neighbor" method of smoothing to avoid squares/pixels which humans quickly identify as a lack of resolution.

If I'm right, there is basically 1 "pixel" of information at the center of the circle

the other thing people miss is thinking the oligarchy is a monolith. There are competing factions of the uber-rich pulling the strings, leading the front men (AKA politicians) to seem to act differently from 1 year to the next, depending on which factions are winning behind the scenes.
