It's the wild west since there is no enforcement of anything remotely like rules of the road.
In New Delhi they have a solution that involves placing a policeman in the middle of intersections armed with a big stick that is used to enforce order...He smacks anyone who misbehaves...

The sad thing is that one reason why China is such a threat to the US is that they actually use engineers to implement things instead of the US which uses Lawyers to manage things. Hence all they get is more litigation and incredibly poor and wasteful decision making...
