Local law enforcement must assume that anyone who is not wearing or providing proper identification is an imposter. Arrest them when they are committing crimes and let them make their argument in court.

This will not end until local law enforcement begins arresting ICE agents for violating state laws. There will have to be court cases and convictions to make them realize they don't have absolute immunity.
