But arguably, this is all "there will be dragons" area, so I might be wrong. If you believe in path dependency, however, I believe the political reaction to a user falling in love with a bot is to strengthen consumer protection, not considering to allow a wedding between a person and a bot ...

Sure, animals also can't vote and yet they have rights, but that's because of a powerful human movement that I don't see in the AI space. The Pirate Party which for some time gained traction in Europe is basically extinct and I find it difficult to imagine a party taking on the cause of conscious AI

As you say, consciousness is the basis for many legal rights; I don't see the political process to get there, though: Existing legislation is product regulation, fundamental rights protection (for humans) or consumer protection. And AIs cannot vote, so why should a policy maker give them rights?
