2- the fed govt can't use federal $ to extort states over policy/political disagreements
3-the fed govt can't use federal $ to impose conditions unrelated to the funding program

The large data centers use 5 million+ gallons of water a day just to cool the servers. That's the same consumtion as a town of 50k ppl. The runoff pollutes local water supplies. They also use the dirtiest sources of energy to power them. AIs are horrible for the environment.
