The biggest increase was in the District of Columbia (24.5%). By comparison, Texas saw only a 2% increase over the same period.

The transportation sector saw the largest increase (8.5%), followed by industrial (6.2%), residential (5.2%) and commercial (4.8%). (Pipeline operations traditionally fall under the transportation or industrial sectors.)

Measured by the kilogram, steel costs less than bottled water.

China started an overcapacity of steel production. Too much for China. Dumped as exports, driving down global prices. Response was protective tariffs & import quotas.
