Where were those film shorts available in the UK? Mail order mostly, or brick retail? I had one or two (can only with confidence recall "Varan the Unbelievable") whose ultimate disposition is now unknown, but don't remember where I got it/them (not "It" or "Them").
If that's the metaphor we're going with, then it seems reasonable to say that we just didn't wake up quickly enough.

What happens when you try to use our already flawed legal/governmental system to deal with someone who successfully, habitually ignores it.
