There's an in memory cache of around 8 floppy disks, anything more has to be grabbed from physical disk

Yeah, it'll be loaded into memory
But, I won't be preloading the game, factorio loads in almost everything that it needs to run the game before it hits the title screen, the biggest exception is audio which is streamed from disk
