I think it is because the market has collectively decided that nothing the administration says is reliable. 50% tariffs but they are cut, delayed, doubled and eliminated. The license thing could be real, or maybe they won’t figure out how to implement it, or maybe a court issues a TRO.

I can’t speak to the U-Bahn but I can say that generally Germans are not very good at queueing. Brits are the best but even Americans are good at lining up. Germans on a ski lift form a massive scrum and shove their way to the front.
