Internet in Iran continues to be limited following a partial restoration.

Since Jan-27, we're seeing traffic volumes at 58% of what they were prior to the Jan-8 shutdown. During the day, traffic curves appear erratic, indicating disconnections.

🚨UPDATE on ongoing internet shutdown in Iran

Internet in Iran has been partially restored since the total shutdown, but service is very unstable. Different services are blocked at different times for different users and it changes throughout the day.

Taking a deeper look at ASN traffic curves for the partial restoration earlier today (beginning 06:24 UTC/9:54am local). #DigitalBlackoutIran #IranianRevolution2026

They all look very jagged, like maybe a new traffic filtering system has been installed and can't keep up.

As of 3:30 AM IST, January 27, IODA observed a sharp increase in Active Probing. This signal measures connectivity to the global Internet by pinging devices on Iranian networks and collecting responses in order to label networks as connected.

IODA's Telescope signal shows signs of sustained, partial recovery since ~7:30 PM Jan 24th. This is the first sign of sustained recovery of Telescope, which measures unsolicited Internet traffic rom Iran to the global Internet since the shutdown began.

UPDATE: Iran Internet shutdown

Continuing to see a small, but steady restoration for Iran as the country rolls out its internet whitelisting system to police connectivity.

‼️ Last week, #Uganda experienced a 5-day internet shutdown during its 2026 general election.

Once internet access was restored, access to WhatsApp, Facebook, Instagram, and Twitter/X was blocked.

Iran's shutdown is now 15 days and counting. Small amounts of service have been restored in recent days.

As of Jan-13, The geo file of Starlink now includes 17 entries for Bolivia.

The Andean country had previously resisted giving the LEO satellite internet operator a license to operate, however, a new president, elected in Oct, signed a decree to authorize service.

Rostelecom first became a transit provider for TIC way back in January 2010. It was AS12880 back in those days and my colleague (Renesys founder) @jimcowie.bsky.social wrote up the development here (thank you Internet Archive!):
