Israel is an independent polity. Even if the US had pulled its funding months ago, they would've kept its campaign against Gaza undeterred.

My most generous interpretation is that Biden was terrified of the (very real) bad politics he would've have to deal if he did anything that could have been perceived as "insufficiently supportive" of Israel after October 7.

This isn't how it works. Your argument is "the Palestinian leadership(s) doesn't value the lives of its people, so Israel doesn't have an obligation to respect civilians either".
How does that help to change facts on the ground, especially with the threat of renewed Israeli settlement on Gaza?

To use an euphemism, Israel's campaign against Gaza qualifies as "disproportionate response" because of its heinous effects on the civilian population.
Not to mention the Israeli government doing anything to restrain its settler fundamentalists.

There have been a number of schemes to turn ICBMs/SLBMs into conventional attack weapons.
None of them have moved beyond the planning stage because your foes have no way of knowing that it's not carrying a nuclear warhead.
