To use an euphemism, Israel's campaign against Gaza qualifies as "disproportionate response" because of its heinous effects on the civilian population.
Not to mention the Israeli government doing anything to restrain its settler fundamentalists.

There have been a number of schemes to turn ICBMs/SLBMs into conventional attack weapons.
