What is most evident is that Trump is a solipsist who can't imagine the world, or anyone in it, living after he does; so his policies are based on a roughly 10-year-timeframe, or the time he might expect he has left.
The EPA decision denying that greenhouse gases are harmful is a giant announcement to the entire world that America is in the hands of ignorant people for whom greed #trumps truth. Another fundamental blow to US influence and prestige.
