Flattening the odds did not have the intended effect we can say in hindsight, right? Teams like the Wiz, desperate for "that guy", need to continue to tank cause the have been statistically unlucky for multiple seasons in a row.

I would honestly get rid of the lottery completely and just impose a repeater penalty
