I like Atari's The Empire Strikes Back arcade game but unfortunately the difficulty is much steeper than its predecessor in order to reduce your play-time and increase the operator's/owner's revenue.

If you want fighters on ST-V / Saturn there are options - but I wouldn’t even go 3D!
Astra Superstars stays in 2 dimensions but it does go on multiple levels with crazy aerial combat matching its equally manic battling and characters
