NOAA has forecast a weak La NIña. But with that comes great uncertainty. The last 2 weak La Niña winters show vastly different outcomes. (Last year did not reach the 5-month threshold to officially be a La Niña). There are no simple teleconnections looking at ENSO events alone.

Can you say Bay Area microclimates? A 29° difference between the coast and the east side of Crystal Springs. In SF there was a 20° difference between Ocean Beach (66°) and Potrero Pt (86°).
