My theory is Trumpworld knew the gist of Gaetz's ethics report but figured they could pressure senate to pick its battles by floating recess appointments then throw Tulsi Gabbard in as a sacrificial sheep that GOP hawks would choose to reject over Gaetz securing his nom, but then this image dropped
