After the NG was deployed to Seattle in 2020, I spent years obtaining thousands of documents itemizing what guard members eat, where they sleep, when they had their clothes washed, how they were mobilized.

This is actually kind of pathetic. Bruce Harrell's second executive order says that the city will submit some FOIA requests about ICE:

To create transparency on federal civil immigration-related actions that impact the City of
Seattle, the City through the Mayor’s Office will regularly submit Freedom of Information
Act (FOIA) requests to the U.S. Department of Homeland Security (DHS) to obtain
information related to federal immigration enforcement activity within the city. These
requests will seek data on:
i. The date, time, and location of enforcement actions;
ii. The names of individuals arrested or detained;
iii. The stated basis or alleged criminal conduct underlying detentions or arrests.

If federalized troops or a show of force from DHS do land in Seattle, this order shows that Harrell appears more interested in a press conference and the image of action than taking the threat seriously.

What Bruce Harrell's order omits are any actions the city would take to thwart a federalized troop invasion.

Harrell's order also omits any assertions that the Seattle Police Department would act to enforce the color of law criminal statute 18 U.S.C. § 242:
Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to death.

The other parts of Mayor Harrell's order include language like "Mayor’s Office shall work with the City Attorney’s Office"

That's not really groundbreaking stuff requiring an executive order.

The bedrock of the order is the creation of this new "resilience" task force. All this coordination should already be occurring at the Emergency Operations Center and under the Office of Emergency Management. That's where integrated response has been practiced for decades.
Section 1: Creation of Seattle Resilience Task Force
A. The Seattle Resilience Task Force is created to coordinate Citywide interdepartmental
planning and response. The Seattle Resilience Task Force will be led by the Mayor’s Office.
Participating departments are the Seattle Police Department, Seattle Fire Department,
Office of Emergency Management, Community Assisted Response and Engagement
Department, Office of Immigrant and Refugee Affairs, Office of Intergovernmental Relations,
Department of Neighborhoods, and the Human Services Department. The Seattle City
Attorney’s Office is invited and encouraged to participate.
B. The Seattle Resilience Task Force shall:
a) Implement City operational plans necessary to respond to unilateral deployment of the
National Guard or other federal military troops in the City.
b) Educate communities about their rights and preparedness for National Guard or other
federal military deployment in the City.
c) Communicate with the public, including outreach and regular public updates if federal
military troops are deployed in the City.
d) Meet with stakeholders and community advocacy groups to discuss the impacts of the
National Guard or other federal military troop deployment in Seattle to inform the Task
Force’s work.
e) Create a mechanism for the public to report alleged improper acts by the National
Guard or other federal military troops in the City.
f) Conduct after-action reviews to evaluate outcomes and strengthen future responses.
g) Undertake other actions as directed by the Mayor’s Office.

SPD responds, saying ICE requests are not grouped: “Because [ICE] are a federal agency, any records requests get processed outside the PRA - meaning, they do not fall under the City's MDAR which sets forth the grouping policy.”
