Chibi when written in jpn kana means "short" "small" or "young (like physically smol level young)"
and its a very VERY casual, even rude-sounding level casual language so ig WHEN @-ED TO PPL as physical characteristic description ofc it CAN be insulting same as eng words like "fat" but

No because that person literally sent me a dm telling me in the most passive aggressive way that using ‘'chibi’' is an insult, I blocked them when I realized how annoying they where being with other artists and I didn't want them to bother me again, I will use ''chibi’' ONLY in art obviously 👍
