In the early 90s there was a war between the state and organized crime. A war that the Italian state lost because criminals imposed themselves in the institutions and imposed their culture slowly and inexorably.

Mafia culture is intimately linked to favoritisms. By inserting themselves into the state, mafiosi create an upside-down world where merit is a fault and incompetence is rewarded. In fact, one cannot carry out one's duty and be faithful to mafia culture at the same time. #mobsters
