Slapping "H-1B VISA" with a large Fee in my opinion is a return on investment of said Fee to the enrolled into the "H-1B" program as the benefits yield majority of the time high paying jobs with a high saturation from INDIA and CHINA which is NOT putting AMERICA in high paying jobs !

I can't find new construction without one....I don't think ANYONE or Anything should have that much say ..Both of My new construction houses have been in HOA subdivisions..an HOA is for Those Who can't think for themselves the ones that like to be TOLD what to do which is interesting and odd to me.
