It's an 8-7 vote with the following councillors opposed to approving the capital budget: Vrbanovic, Foxton, Rodrigues, Salonen, James, Huinink, Gowing, Liggett.

Kitchener is the one city in the entire KWC+Guelph area that has consistently understood successful and well designed festivals/one-off events necessitate street (and intersections where necessary) closures. The atmosphere you're able to create is so much better when you put people first.
