Dems kept the people suffering from a govt shutdown until they became convinced the ACA extension would never pass. At that point they didn't just pass the clean CR, they voted for the GOP Senators getting a $$$ kickback + a vote on the thing they were convinced would never pass.

"I'm calling to ask for Tim Kaine to resign so that someone who understands how to negotiate with a felon can replace him. Virginians deserve real representation."
