Er is “jarenlang achterstallig onderhoud aan de informatiehuishouding bij de overheid”. Daardoor neemt “het vinden en gereedmaken van documenten veel tijd in beslag”. BZK’s oplossing: niet die huishouding op orde krijgen, maar het recht op documenten van journalisten en andere burgers inperken.
