the logic is that we, as residents of Rat City, are even more rats than the rats, hence we "squeak" when we see something. But in trying to pit us humanoid rats against the rat rats, the city government is engaging in the most ratlike behavior of all. it's a recursive rat race to the bottom.

Frae's stream saw her earn a single gold star on stream and all I could think of was CITY e13. It's haunting me.
