If you've merged the new verts and the shape keys are still there but only affecting the original half, you can also try:

I added a shape key to a mesh via surface deform, but the shape key did not turn out to be symmetrical. Is there a way to make the shape key symmetrical without having to manually fix all the wrongly

There's a few workarounds for this. Off the top of my head, without any add-ons, you can delete the mirror mod and:
1) Duplicate head mesh, scale it by -1, and then join it to the original mesh, or
2) Go into mesh edit, center the 3D cursor, then duplicate+flip the verts
Both should keep shape keys
