There's no shortage of people. They're referring to the birth rates of people they mistakenly believe are genetically superior. They don't recognize the fact that normal human decency would have us properly investing in deprived populations instead of withholding common resources.

Good Pack. There's still a grievously mistaken ideology out there that says hunger and poverty are the results of genetic inferiority and that investing in deprived populations is the problem, not the solution, because it prevents the weak from dying off. Dismantling USAID is an example.

To put a finer point on this whole thing: "Two people with direct knowledge of the operation" — presumably uniformed military leaders — are accusing the U.S. Secretary of Defense of personally ordering specific war crimes. That's a historic accusation.
