![Revolving Doors Under Democracy and Autocracy

Abstract
Who uses revolving doors under democracy and autocracy? Existing literature remains fragmented, typically examining one-directional, single-time transitions, either from business to politics or from politics to business, thus overlooking the complexity of this phenomenon as a dynamic, multi-state process that often unfolds across different regime types over the course of an individual's career. This paper makes two contributions. First, we move beyond binary classifications of transitions by proposing a typology that distinguishes direct movements, indirect trajectories involving a "cooling-off" period, and specialization as different from concurrent roles in business and politics. Second, drawing on a novel dataset tracing the trajectories of ~ 100,000 high-ranking individuals in Spain's public and private sectors between 1920 and 2023, we test different explanations on whether economic power translates into formal political power, and vice versa, under democracy and autocracy. Our findings show that regime type conditions transitions from politics to business, but not from business to politics. Highly connected entrepreneurs in the business community are significantly more likely to enter politics regardless of regime type.
