The ICE people get bonuses according to how many people they drag in. They don't get penalized for detaining citizens. They steal or destroy citizenship proof. They steal phones from citizens and sell them. They lock up people without necessary medications. 38 people have died in ice custody.

Crimes committed "Under color of law" should have a much higher penalty than regular citizen crimes, because the official is not just committing a crime, he is violating an oath.
