I read a great article sometime earlier this year that addresses culling wolves. There is a far different impact on which pack members get taken with regards to next season's pup crop (for lack of a better word).

It's not non-lethal, but gives insight into pack structure and effects by losses.
Generally, my experience has been that cancer and cancer treatments make people nauseous. Since they will eat less, there will be less demand for food. This is all a part of the plan.

It's expensive to get humans vaccinated against rabies. Insurance doesn't want to cover it, even if you work with animals and have potential risk of exposure.

It's not about the raccoons, it's about the humans. Keeping rabies a bit further away from humans is cheaper than what happens after a bite.
